Development Permits & Building Permits

Building permits together with Building Inspectors ensure that all construction and development within the Rural Municipality of Antler meets the legislative requirements.  Saskatchewan adopted the 2020 editions of the National Building Code, the National Energy Code for Buildings and the National Plumbing Code effective January 1, 2024, by regulation under The Construction Codes Act.

Development Permit in the R.M. of Antler

A DEVELOPMENT PERMIT is required when building on your property, including additions, attached or detached garages, farm buildings such as shops and cold storage sheds.  An agricultural farm building (ex: a storage building for equipment) is exempt from building inspections, but obtaining a development permit allows Council to ensure buildings are following R.M. Bylaws with proper setbacks from road allowances.  No permits are required for replacement of siding, shingles, windows or doors.

Development Permit application forms can be found at the R.M. Office or in the link below. Permits must go through a regular meeting of council for approval and construction MUST NOT begin until proper permits are acquired.  Please plan accordingly so your building plans are not delayed!

When is a Development Permit Required?

✔️ New home construction

✔️ Additions or structural changes to existing buildings

✔️ Commercial or Industrial developments

✔️ Demolitions, relocations, or major renovations

✔️All Agricultural Buildings. Be sure to download the 'Farm Building Exemption' form to be exempt from a Building Inspector.

How to Apply for a Development Permit​

1. Download the Application FormClick here
2. Submit Supporting Documents – Include site plans, and project details. Farm Building Exemption Form. Bring to the R.M. of Antler office or email to rm61@sasktel.net.  
3. Pay the Development Permit Fee - contact the office for fee.

4. Email to rm61@sasktel.net or drop it off at the office. 
5. Approval Process – Applications are reviewed at Regular Meetings of Council. 
6. Receive Your Permit – Once approved, you will receive your official development permit by mail or email.

Building Permit in the R.M. of Antler​

A BUILDING PERMIT is required when building a new home or renovating a pre-existing home on your property.  ALL Commercial property construction requires a Building Permit. All codes are set by the National Building Code, National Energy Code for Buildings, National Plumbing Code, and The Construction Codes Act.  Municode has been hired as building inspectors for the Municipality. All the required forms for the application process can be found at the R.M. Office or in the link below.   Stop in the office and we would be happy to answer your questions!

A Building Permit may NOT be required for:
❌ Minor repairs and maintenance
❌ Fencing 
❌ Agricultural buildings (barns, grain bins, etc.)

How to Apply for a Building Permit​

 

1️⃣ Download the Application FormClick here
2️⃣ Submit Supporting Documents – Include site plans, and project details and value of construction.

     

Please bring all required Building Permit documents to the R.M. Office in person as it is a more complex process. Additional forms may be required.


3️⃣ Pay the Building Permit Deposit – The Deposit fee is $100.00.  As inspections happen Municode invoices the R.M. and we will then invoice the ratepayer. Fees vary depending on each project and value of construction.
4️⃣ Approval Process – Applications are reviewed at Regular Meetings of Council. Once approved, Municode may require additional information. Typically this process takes approximately 30 days. 
5️⃣ Receive Your Permit – After approval, you will receive your official building permit by mail or email.

Inspections & Compliance

  • Mandatory Building Inspections – Certain projects require inspections at various stages (foundation, framing, final inspection).

  • Building Without a PermitStarting construction without approval may result in stop work orders, fines or removal orders.​​​​
